There is no single assumption that every private-sector employee in Malta receives paid exam leave. Eligibility can depend on public-service rules, a Wage Regulation Order, a collective agreement, contract terms or employer policy.
Use this letter to ask for time away from work to sit an examination or complete an approved course. Include the exam date, course information and any proof required by HR, and be clear whether you are requesting paid study leave, annual leave or unpaid leave.
Important note:
The Malta Institute for the Public Services says eligible government employees may apply for study leave after completing the probationary period of their first government employment. Paid study leave may be possible for courses related to work; other courses may qualify for unpaid leave. This is public-service guidance and should not be treated as a universal entitlement for private-sector employees.
Details to provide
- Name the examination, course or qualification and include the date and location if relevant.
- State the exact hours or days requested, including travel time where necessary.
- Attach examination registration or a timetable if your employer asks for evidence.
- Ask HR to confirm whether the absence will be recorded as paid study leave, annual leave or unpaid leave.

Paid or unpaid exam leave?
- For eligible government employees, the Institute for the Public Services describes a study-leave application process and distinguishes between courses related to the employee’s work and courses pursued independently.
- For other employees, check your contract, policy, applicable Wage Regulation Order and any collective agreement. The letter is a request; it is not itself approval.
When to write
- Apply once you receive the examination timetable. Give as much notice as possible and arrange a handover for important tasks. If the exam date changes, notify your manager and provide updated documentation.
